There are several enterprise password managers out there like Dashlane and LastPass, which do get expensive. This GitHub approach is custom code using SPFx web parts and libraries.
SoHo Dragon originally had all this data in wiki sites, which were secure on the site level, but with loose cutting and pasting it wasn’t clear where the ID, passwords, and instructions were.
The advantage of this approach is that it shows services, that were active or not active, and hides restrictive information, like IDs and passwords.
